Serbia and Montenegro apos s recognition of the Government of Bosnia and Herzegovina is an essential prerequisite for consideration of the lifting of the sanctions against them.

We think it timely to approach the issue of further steps in the direction of the lifting or suspension of sanctions against the Federal Republic of Yugoslavia.

The lifting of economic and financial sanctions has opened the door for assistance from the international community in addressing the socio economic problems of the country.

Immediately following Mr. Mandela apos s announcement, the Commonwealth as well as individual countries took steps towards the lifting of economic sanctions (see para. 41).

Moreover, seeking to precipitate a crisis will not encourage the Security Council to speed the lifting of sanctions it will have exactly the opposite effect.

The European Community and its member States reaffirm their desire to resume relations of cooperation with Haiti after the lifting of sanctions imposed by the Security Council.
