11. The Agency provided urgently needed assistance to the Palestinian Authority and its emerging structures.

The Palestinian Authority appreciated the assistance provided by the international community to alleviate the suffering of the Palestinian people and the pledges of assistance made at the London Meeting on supporting the Palestinian Authority.

Options for renewed donor assistance coordination structures were presented to the Palestinian Authority in April 2005.

We therefore continue to expect cooperation and assistance from the Agency, particularly in building the capacity of the regulatory authority.

The European Community is taking forward the necessary capacity building through training, equipment and technical assistance to the Palestinian Authority.

Here we must stress the importance of the international assistance being extended to the Palestinian people and the Palestinian Authority.

Before denying a request, the Central Authority or the Executing Authority of the Requested Party, as appropriate, shall consult with the Central Authority of the Requesting Party and the Antitrust Authority that made the request to determine whether assistance may be given in whole or in part, subject to specified terms and conditions.

Panama stated that it had designated the Maritime Authority of Panama as the authority to receive and respond to requests for assistance and for confirmation of registry or of the right of a vessel to fly its flag.

This authority could offer assistance if there were any difficulties, for example, by way of good offices or mediation.

Assistance will also be provided to the Committee in mobilizing international support and assistance for the Palestinian people, including technical cooperation, such as an annual training programme for officials of the Palestinian Authority.

Thus, along with others, we are providing financial and technical assistance to the Palestinian Authority and are working to promote cooperation and development in the region.

Proceedings The seminar was organized by the secretariat in consultation with the EGTT, and with the kind assistance of Environmental Management Authority, Trinidad and Tobago.

Technical assistance against corruption has further expanded, to Kenya, Nigeria and South Africa, and cooperation with the Palestinian Authority is also developing in this area.

To reach the civilian victims of internal conflict, however, humanitarian assistance organizations have frequently had to carry relief goods into areas not controlled by a duly constituted authority, and sometimes not controlled by any authority at all.

Unresolved issues. The outstanding issues in which the positions of the various delegations appear to be the hardest to reconcile pertain to the nature and extent of assistance to be provided by the Authority itself to developing land based producer States and the role that the Authority would have in deciding upon and implementing the assistance measures.

Similarly, the Palestinian Authority, with assistance from the international community, should continue with efforts to reform its relevant institutions and improve its security apparatus.

ESCWA provided technical assistance to the Palestinian National Authority Ministry of Women's Affairs for building the capacities of its Advocacy, Media and Communications Department.

Brazil stated that it had designated its Ministry of Justice the central authority for matters related to mutual legal assistance.

We have increased financial and expert assistance to the Palestinian Authority to strengthen its capacity for internal reform and to build sustainable peace in the region.

It would also expand its mission assistance visits to provide training, monitoring and support to field missions in the exercise of both administrative and recruitment authority.

(c) The Authority, if requested by the developing State in question, should provide technical assistance in analysing and processing data and information required under (b) above.
