Steps are being taken to ensure that activities under national execution are appropriately supported, particularly through technical backstopping, by the specialized agencies.

The almost exclusive use of TSS 2 for technical backstopping may, at this stage, have limited the overall utilization of the TSS 2 facility.

This group of population and development technical specialists, drawn from all the major United Nations agencies, provides essential backstopping for our own national personnel.

Finally, I would like to commend the Department for Development Support and Management Services for years of backstopping and technical support for the Programme.

The Montevideo office gave technical backstopping to the Latin American Integration Association (ALADI) and was actively engaged in the provision of advisory services to government agencies.

While the TSS 2 facility can be used at all stages of the project cycle, the principal target is expected to be technical support during implementation or technical backstopping, particularly in respect of nationally executed projects.

38. A further review of the backstopping capacity, conducted in preparing the resource requirements for 1995, has reaffirmed that 630 posts are necessary for backstopping.

The Unit is also backstopping another 25 project evaluations in 2005.

The backstopping activities of the Secretariat comprise operational, political, military, humanitarian, legal, technical, financial, personnel, logistical and other administrative support necessary for responding in a timely, efficient and effective manner to the requirements of peace keeping and other field missions.
