Money Laundering is a penal offence under the Bhutanese law and chapter 19 of the Penal Code of Bhutan 2004 has provisions to deal with this offence.

Furthermore, any sexual abuse committed at any such institution constituted a penal offence.

No one shall be held guilty of any penal offence on account of any act or omission which did not constitute a penal offence, under national or international law, at the time when it was committed. Nor shall a heavier penalty be imposed than the one that was applicable at the time the penal offence was committed.

The abovementioned provisions must be read in conjunction with the Penal Code Sections 147 a, which makes it a serious criminal offence to commit a terrorist act, and 147 b, which makes it a serious criminal offence to finance terrorism.

The defendants, who included the custom chiefs, were charged and convicted of inciting the offence of kidnapping under ss 35 and 105(b) of the Penal Code.

In addition, sexual harassment had been made a criminal offence under the revised Penal Code, providing women the legal means to pursue the perpetrators of such crimes.

It will also cover penalty on legal persons, typification of terrorist financing and concealment of terrorist assets as individual offence as well as specific procedures for penal prosecution.

Although Estonia does not have special legal acts against trafficking in human beings, such activity is covered as a criminal offence by several provisions in the Penal Code.

It is considered a compoundable offence, in which the court may use rehabilitation, probation or monetary relief as an alternative to punishment as stipulated in the Penal Code.
