14. The Division for Audit and Management Review should not be assigned any operational responsibilities.

Several initiatives started during the last biennium affected management and operational services and brought about a rationalized division of responsibilities and clustered operational support.

The Secretary General therefore proposed that under the expanded mandate UNOMSA would have two operational areas a Peace Promotion Division and an Electoral Division.

26. The Cost of living Division will continue to carry out the operational activities of the secretariat.

To that end it comprises three main operational components, namely, the Division of Safety and Security Services, the Division of Regional Operations and the Field Support Service.

Division for Finance, Division of Finance

The Regional and Technical Cooperation Division is the operational arm of UN Habitat, responsible for testing norms and strategies at the regional, national and local levels.

Effective leadership and clarity in division of responsibility among the operational agencies is among the most critical elements in coordinating humanitarian activities at the field level.

The staffing of the Division for Operational Activities would remain the same as that of the present Office of the Deputy Director of UNIFEM for Operations.

13. The Electoral Assistance Division will also emphasize more detailed briefing of mission electoral staff, joint development of operational plans and more regular field consultation visits.

The Division for Operational Activities would continue to carry out the functions currently carried out by the Deputy Director of UNIFEM and the sections under her supervision.

This includes analysing logistical plans based on the findings of technical survey teams and ensuring that the subsequent requirements are fulfilled through close cooperation between the respective officers of the operational divisions, the Field Administration and Logistics Division and the Planning Division.
