The Committee is deeply concerned about the lack of a juvenile justice system in the country.

Concern is expressed, in general, as to the compatibility with articles 37 and 40 of the Convention of the juvenile justice institutions and the administration of justice system in so far as it relates to juvenile justice.

The appalling conditions of the prison system and various institutions obviously have a negative impact on children who are institutionalized or who have to confront the juvenile justice system.

Efficient administration of juvenile justice was hampered by the absence of a coordinating body and the lack of an effective system for gathering information.

He expressed, inter alia, concern over the current juvenile justice system as well as the fact that there were too many prisoners awaiting trial.

The Committee also expresses concern at the present organization of the system of administration of justice ad its compatibility with article 37 of the Convention and other standards relating to juvenile justice.
