15.1 Donor States should ensure that their food aid policies support national efforts by recipient States to achieve food security, and base their food aid provisions on sound needs assessment, targeting especially food insecure and vulnerable groups.

That Plan of Action includes objectives for the improvement of household food security and the elaboration of national and regional comprehensive food security policies and programmes.

This requires consistent macroeconomic policies focused on economic integration, food self sufficiency, low inflation, and reduced debt.

At the request of the Committee on Food Aid Policies and Programmes, the governing body of WFP, a major review of policies, objectives and strategies was launched.

2.1 In order to achieve the progressive realization of the right to adequate food in the context of national food security, States should promote broad based economic development that is supportive of their food security policies.

Only national Governments, through their foreign policies, could influence such organizations to respect the right of all to food.

So the question is which alternative policies could allow them to meet this goal? The answer to that question consists in more food production globally, more and stronger social safety nets, more food aid, and, possibly, larger food reserves.

It also serves as a think tank for the analysis and formulation of policies pertaining to food, education and health.

Numerous factors make the food security situation in Africa tenuous, including political instability, armed conflict and civil war, corruption and mismanagement in handling food supplies, and trade policies that harm African agriculture.

The Programme of Action acknowledges the importance of attaining food security at all levels and calls for measures to strengthen food, nutrition and agricultural policies and programmes, and fair trade relations (para.

The main deviation has been the past two years of record high food prices, caused not by climate change but by the policies designed to combat it the dash for ethanol, which put food into cars and thus upward pressure on food prices.

In the broader context of food security policy, States should base their food aid policies on sound needs assessment that involve both recipient and donors and that target especially needy and vulnerable groups.

Food! Food!

Their biggest demands secure jobs, faster growth, low food prices are not necessarily compatible, and they may require policies that inflict pain.

But the food shortage in Zimbabwe, which is amplified by ill conceived economic policies, could have disastrous consequences if nothing is done.

In some regions, such policies also had a negative impact on rural infrastructure and food security, as evidenced in sub Saharan Africa.

The purpose is to raise food crop production to the level of importance given to cash crops in most national agriculture policies.

States that provide international assistance in the form of food aid should regularly examine their relevant policies and, if necessary, review them to support national efforts by recipient States to progressively realize the right to adequate food in the context of national food security.

And what about Ethnic food, Indian food, Middle eastern food, Mexican food?

The world needs to wake up to the need for policies that address all stages of the food chain, from production to consumption.

In addition, the policies being promoted by the current Government in the area of nutritional and food security are related to the target.

But food cannot be treated as just another commodity, and governments should develop appropriate policies, infrastructure, and institutions to ensure food security (not to be equated with total self sufficiency) at the national or regional level.

4.7 States should strive to ensure that food, agricultural trade and overall trade policies are conducive to fostering food security for all through a non discriminatory and market oriented local, regional, national and world trade system.
