We would support removal of veto rights from the five existing permanent members, or the placing of restrictions on the use of the veto.

We remain concerned that Council action on some issues has not been possible because of the use of a single veto or a silent veto.

My third point relates to the use of the veto.

The third message is the claim to the veto power.

Let me briefly deal with the matter of the veto.

We have often reaffirmed that the veto should be eliminated.

These proposals do not affect the substance of the veto.

7. Efforts should be made to eliminate the veto prerogative.

The outmoded and undemocratic veto power should be abolished altogether.

We therefore continue to oppose any extension of veto rights.

One such problem is Wall Street s implicit veto over the Fed.

We have also consistently advocated limiting the use of the veto.
