The experience gained in establishing parallel judicial and non judicial accountability mechanisms in Sierra Leone and East Timor will be helpful in determining the relationship between the truth commission and the proposed judicial accountability mechanism.

I will focus my remarks on the judicial and non judicial mechanisms that have been recommended and place them in their national and international contexts.

Judicial corruption influences unduly access to and outcome of judicial decisions.

Article 32, concerning access on a non discriminatory basis to domestic judicial systems, reflects a growing realization by States that judicial systems often do not permit those harmed by transboundary pollution to seek redress because non citizens and non residents do not have equal access to judicial systems.

She recalled that there are four categories of accountability, judicial, quasi judicial, administrative and political.

In Serbia and Montenegro, UNDP is supporting judicial reform through a new judicial training centre.

The present report, submitted in response to the Council's request to examine the advisability and feasibility of establishing an international judicial commission of inquiry for Burundi, is the first in a two stage process of establishing judicial and non judicial accountability mechanisms in Burundi.
