33. The current methodology for the support account provides for 8.5 per cent of the actual costs of the civilian component in each mission to be credited to the support account.

The air transport requirements currently account for approximately 30 per cent of the total operating costs of peacekeeping missions.

However, taking into account the performance of common staff costs in 2004 and on the basis of a revised projection of actual costs for 2005 and the standard salary costs, version 20, it appears that the amount of common staff costs required for 2005 can be estimated as follows

The support account costs as a percentage of total peacekeeping expenditure for the same period has averaged 3.09 per cent.

This level of expenditure does not take into account all obligations for peace keeping operations, particularly as regards troop costs.

In addition, the capital master plan would continue to incur more support costs and other operating costs on account of prolonged delays.

For developing countries, market access barriers coupled with high transportation costs (which could account for up to 30 per cent of total landed costs) not only decreased margins, but also curtailed the development of the industry.

Appropriate adjustments have been made in the claimed costs to take account of these exceptions.
