I urged the parties to make a determined effort to reach agreement on the establishment of the broad based transitional Government and the transitional National Assembly.

The agreement also provides for the appointment by the Transitional National Council of a Transitional Drafting Committee, to draft a transitional charter following the basic principles of the Universal Declaration of Human Rights and Somali traditional ethics.

In this connection, the recent agreement to set up a multi party Transitional Executive Council is a welcome development.

My delegation welcomes the agreement reached in the multi party negotiating forum to set up a Transitional Executive Council, following agreement on the date of the first non racial, democratic elections.

Cases where work begins before the signing of a special service agreement represent a very small percentage of the total number of special service agreements.

58. Secondly, the special service agreement comes in handy in the hiring of short term assistance.
