15. The main implementing partner is the Agency for Volunteer Service (AVS) which provides services of legal advice in the refugee status determination process and in education and social services.

The United Nations High Commissioner for Refugees stated that, in relation to international protection activities the death penalty can be of particular relevance in the conduct of refugee status determination, because the imposition of the death penalty may amount to persecution and lead to the granting of refugee status under certain circumstances.

Such temporary protection offers a flexible and pragmatic means of affording protection to persons involved in large scale movements that could otherwise overwhelm established procedures for the determination of refugee status while favouring return as the most desirable solution to refugee problems.

UNHCR offices in Hungary, Greece and Turkey provide guidance by establishing standard operating procedures for unaccompanied and separated children, child sensitive checklists and training for reception centre personnel and refugee status determination authorities.
