All human rights treaties will be submitted to the East Timorese parliament for ratification.

We support this action plan and call for the ratification and the implementation of all treaties relating to the protection of civilians.

The Group of Non Aligned States Parties to the Treaty stresses the importance of the signature and ratification of the Treaties of Rarotonga and Pelindaba by all regional States, as well as the signature and ratification by the nuclear weapon States that have not yet done so of the relevant Protocols to those treaties.

To that end, regional and subregional meetings are organized with a view to familiarizing appropriate officials with the contents of the treaties, encouraging ratification and identifying and resolving obstacles preventing ratification or compliance with treaty obligations.

Not surprisingly, misunderstandings tended to be even greater among national legislatures when called upon to exercise their constitutional function of approving the ratification of treaties.

6. In order to implement this recommendation, the organization of two regional meetings would be required with a view to familiarizing appropriate officials with the contents of the treaties, encouraging ratification and identifying and resolving obstacles to ratification.

While the Committee notes with satisfaction that, following ratification, international treaties prevail over national laws, it remains concerned about the status of implementation of the Convention.

We support the Secretary General's call for a comprehensive United Nations approach to terrorism and for the ratification and implementation of the international counter terrorism treaties.

Many responses included copies of national legislation and recent legal reforms in the area, the status of ratification of relevant treaties and a description of international or regional initiatives.

15. Efforts to promote the ratification of, and accession to, the international drug control treaties is one of the primary objectives of the legal work of the United Nations International Drug Control Programme.

There must be universal ratification of the core human rights treaties, followed by implementation and reporting. States must accept the universality, indivisibility and interdependence of human rights and the principle of non discrimination.

In addition, the Centre for Human Rights, in consultation with the treaty bodies, would carry out a study by region on ratification of human rights treaties with a view to identifying the obstacles to ratification or acceptance and the means by which they can be overcome.
