Technological change profoundly affects the demand for labour and the structure of employment.

Employment is central to poverty reduction simply because poor people rely mainly on the use of their labour whether wage labour or self employment for earning their livelihood.

The programme stimulates the New Labour Culture to promote labour by the attainment of decent and well paid conditions of employment for society as a whole.

In such situations the demand for labour and opportunities for self employment are rare or non existent.

Greater efforts are needed to strengthen labour laws and enforce employment contracts aimed at protecting migrant workers.
