We agree that the Office of Internal Oversight Services should provide internal oversight services for small United Nations agencies with insufficient current oversight capacity.

The UNHCR Internal Audit Service Office of Internal Oversight Services conducted a review of the UNHCR implementing partners' audit certification of subprojects for the year 2004.

They assessed the capacity of the main internal oversight units (Internal Audit Division, Central Evaluation Unit, Central Monitoring Unit, Management Advisory Service) to carry out their functions.

As part of the system of internal oversight, the Evaluation Group served as an important and effective tool for improving systems and service delivery.
