Emergency budget and fiscal support

The best way of providing development support is through budget support.

The programme support component of the budget comprises two subcomponents (a) programme support country and regional offices and (b) programme support headquarters.

Considering the low programme support level of 13 per cent (see table 3C.19), the Committee further requests that adequate programme support cost arrangements be made in a transparent manner to ensure that the regular budget does not continue to subsidize these extrabudgetary activities.

This section deals with the programme support component of the budget related to country offices and headquarters.

The budgetary requirements of the Operations Support Group are discussed in paragraph 68, while the budgetary requirements of the remaining members of the oversight group are discussed below.

It has established the Somalia Emergency Budgetary Support Project to serve as a coordinated funding mechanism providing budgetary support for the nascent Somali institutions, including immediate interventions to support and stabilize the Transitional Federal Government inside Somalia.

For its part, Qatar would continue to support the Agency's regular budget and to provide humanitarian assistance to the Palestinian people in general.

38. In view of the size and character of these operations, the budgetary support arrangements pertaining to them have been kept separate and distinct.

Estimates of programme support income to be earned during the year to which the budget applies are not being made.

32. Several extrabudgetary posts funded from the peace keeping support account have been added to the Division.

6. Requests the Secretary General to continue to support the Programme through the provision of adequate regular budget resources

(i) Reimbursement for programme support costs is provided for in respect of extrabudgetary technical cooperation activities.

It has increased its budgeting allocation in real terms by about 17 per cent, and donor support has increased by some 60 per cent.

Expenditure on support costs for technical cooperation activities is included to the extent that it is not integrated into regular budget expenditure estimates.

13.25 The Division of Programme Support provides administrative, logistical and technical support to ITC in the planning and implementation of all its regular budget and extrabudgetary activities.

UNICEF agreed completely about the need to support country led efforts and to advocate with Governments to increase budgetary allocations.

Other costs, to ensure cost effectiveness in the use of agency support costs, programme support and core budget expenditures.

This growth in staffing under the regular budget has been matched by staff increases under the peace keeping support account.

To the extent that part of these costs for support services may have been financed from UNDP programme support costs, expenditure would be reflected in UNDP programme support costs and extrabudgetary income and expenditure.

The budgets for the programme support costs are not based on the estimated expenditure related to the extrabudgetary activities during a biennium and there are no criteria for authorizing extrabudgetary posts.
