Estimated income falls under two categories (a) cost reimbursement for field offices and (b) miscellaneous income.

96. A comparison of the rate of refunds against premiums paid revealed that overall, the return has been approximately 35 per cent.

The resulting net requirements ( 19,859,720) are financed from the reimbursement of support costs pertaining to technical cooperation and other services. Details related to technical cooperation delivery and support cost income estimates are shown in tables 1 and 2(b).

As a result of other interventions, recoveries of overpayments for contracts amounted to more than an additional 2 million.

In respect of the remaining two claims, the secretariat has requested the Palestinian Authority to suspend payment of the amounts to the claimants and is attempting to recover the excess amounts from the Palestinian Authority.

In a number of instances, claimants appeared not to recognize the types of losses or amounts claimed in their claims or some of the documents provided in support of their claims.

The Panel finds that 4,24 of these claims, with a total amount claimed of USD ,6,866,203.4, are eligible for inclusion in the late claims programme.

As the collection of these claims is considered doubtful, a provision of 100 per cent has been set up against these claims.

180. The Board noted from records of the status of reimbursements due from third parties on the basis of recommendations made by local Property Survey Boards that cases remained on files for long periods in some missions without regular follow up to obtain reimbursement.

It should be noted that the Government of the Sudan has returned to the Compensation Fund the excess amount previously awarded in respect of all of these claims.

Since the Security and Safety Service is a responsibility of the United Nations Office at Vienna under the common service agreement, it is budgeted in full by the United Nations and reimbursements from other organizations are calculated on the basis of established cost sharing formulas.

Unless a claimant was able to provide satisfactory evidence of stock or tangible assets in excess of the insured amounts, the Panel reduced the claimed amount for such stock or tangible assets to the insured level and then applied standard adjustments such as for obsolescence and depreciation.

The average amount claimed for the claims in this instalment is about USD 2 million, compared to about USD 820,000 for all claims, about USD 934,000 for Jordanian claims and about USD 861,000 for Kuwaiti claims in the regular category D claims programme.

SUMMARY OF RECOMMENDATIONS Based on the foregoing, the Panel recommends that the amounts set out in table 26 be awarded in respect of the claims in the fifth F4 instalment.
