In developing countries, much of the increase in crime and victimization involves youth.

Those forms of crime included kidnapping, trafficking in human organs, urban crime (in particular crime involving violent youth gangs), trafficking in endangered flora and fauna, computer related crime and trafficking in cultural property.

Levels of victimization from crime and violence are higher among youth than among persons in other age groups, and are particularly high among youth at risk.

Heightened media attention to youth crime in particular has helped demonize young people, while diverting attention from the role of organized crime in exploiting them.

It relates not only to public security, the fight against crime and crime prevention, but also to issues of health, social, youth and family policy.

Youth note that Governments in many countries still do not differentiate between petty crimes, violence and organized crime.

Public perception of and reactions to urban crime and youth violence tend to demand rapid and punitive responses.

In a number of regions, youth have been systematically recruited by persons involved in organized crime, especially drug traffickers.

It is also recommended that law enforcement agencies consider young people as assets in preventing juvenile crime and that youth desks be created at formal law enforcement institutions to deal with youth cases.

The assumption was that by being employed, these youth would be less likely to engage in crime, violence, or drug use.

In developing their crime prevention strategies, a number of countries and cities have focused on youth at risk of crime and victimization, since they recognize the importance of investing resources in their health, education and protection.

In the absence of economic growth to provide employment, healthy and educated youth will resort to involvement in terrorism, drug trafficking, prostitution and crime.

Youth at risk, including young women, are also vulnerable to exploitation by those involved in transnational organized crime and trafficking in drugs, guns and persons.

Local governments are paying increasing attention to the needs of young people, especially youth at risk, in the development of their urban crime prevention strategies.

19. Governments should facilitate the development of ICT capacity for youth, including indigenous youth, youth with disabilities and youth in remote and rural communities.

The United Nations Youth Fund made grants to the Asian Youth Council, the Arab Youth Union, the Latin American Centre on Youth and the Pan African Youth Movement to facilitate such cooperation.

The examples below illustrate some of the kinds of programmes and approaches that have been effective in building protective factors to reduce crime and victimization among youth.
