Hence, my delegation welcomes the efforts of those donor countries that have achieved the 0.7 per cent target of gross national income as official development assistance (ODA), with 0.2 per cent of gross national income for the least developed countries.

We are encouraged by efforts to meet the goal of 0.7 per cent of gross national income for ODA.

Five countries have reached the official development assistance (ODA) target of 0.7 per cent of gross national income (GNI).

Low income countries in the normal process of development, for example, receive steady inflows of official foreign assistance of about 3 of their gross national income.

The Committee noted that, under the terminology of the 1993 system of national accounts (SNA), GNP is now known as gross national income (GNI).

Kuwait's average assistance rate of 1.3 of its gross national income between 1990 and 2003 had exceeded the target percentage.

Thus, NATO, developed a burden sharing mechanism to assess members manning commitments for critical operational activities relative to their gross national income.

3. National income

Many countries represented here have reiterated and reaffirmed their commitment to increasing their cooperation to 0.7 per cent of their gross national income.

We recall their commitment to increase their official development assistance to a level equivalent to 0.7 per cent of their gross national income.

Some ministers reiterated the importance of achieving the target of 0.15 to 0.20 per cent of gross national income to least developed countries.

Since then, the General Assembly and the Committee on Contributions have consistently endorsed gross national income as the best and most equitable criterion.

Developed countries also have an obligation to provide as official development assistance to developing countries the agreed upon percentage of their gross national income.

My country also favours setting a timetable for developed countries to allocate 0.7 per cent of their gross national income to official development assistance.

In contributing to the funding effort, we will raise our official development assistance to 0.51 per cent of our gross national income by 2010.
