We know the depth of our problems and the limits of our capabilities.

As a result, our capacity is severely stretched.

Second, learn and teach others about how to develop our abilities.

Here, strengthening our capability to fight the phenomenon of terrorism is a priority.

But with technology, we can actually do things that are beyond our capabilities.

That's exactly what I expect you to do, because our capacity will grow.

But there are significant gaps in our capacity in several critical areas.

We need to speak of our potential rather than our lack of resources.

Because the most renewable energy we have is our own potential, and our own passion.

Our capacity to deploy rapid reaction forces also needs strengthening.

When we understand how to develop our abilities, we strengthen our conviction that we are in charge of them.

We know that lasting development cannot be established without strengthening our national capacities.

Of course, our current capabilities are limited, for a number of understandable reasons.

We should be ready to use our imagination and to consider different options.

We all wrestle with experience and challenge, limits and loss.

We are prepared to do so and are building up our capacities and partnerships with others to play that role.

However, we stand ready to provide our institutional and human capacities for the benefit of this Partnership.

That's because our ability to confront the problems that we face has not kept pace with our ability to create them.

And the only way we'll do it is by seeing our creative capacities for the richness they are and seeing our children for the hope that they are.

It seems that somehow, a traumatic event can unlock our ability to lead a life with fewer regrets.

Today we have highly advanced technologies but our social and economic system has not kept up with our technological capabilities which could otherwise easily create a world of abundance for all free of servitude and debt.

In order to improve our capacity to prosecute war crimes, we are looking forward to further training opportunities.

In these times of change, we must rely on our own creativity. We know the importance of one apos s own efforts.

We shall seek to improve our capabilities through the United Nations and other appropriate mechanisms to fulfil such requirements.

And, most importantly, there's a partnership between those perceived deficiencies and our greatest creative ability.

But our lack of knowledge itself confirms how far our regulatory and surveillance capabilities have fallen behind financial innovation.

And we need to strengthen our civilian and military capabilities and boost their funding in order to back up our political decisions.

So one of the characteristic problems of our time is how to close this gap between capabilities and foresight.

But it depends not on chance, but on whether we create the relevant knowledge in time.

But the key insight I would like you to walk away with today is that when we realize that, when we realize we can change our own abilities, when we have a growth mindset, we bring our game to new levels.

We need to be able to enhance our effective participation as well as increase our capacities to take advantage of opportunities in the national and global economies.

And the stronger our capacity is, the more we can assist non United Nations mediators, particularly partners in regional organizations.

However, our abilities to continue in the same vein are limited thus we appeal to all interested parties for assistance.

I just threw this in because as important as all of our intellectual abilities are, without heart and without love it's just it's all meaningless.

In particular, we are urgently examining how we ourselves can improve our own capacity to deliver effective civilian protection in such cases.

As has been recognized time and again, the magnitude of the country apos s current needs goes far beyond our powers and ability to respond with the required resources, both human and material.

Do we want our car to perhaps be a partner, a coach, someone that can use their understanding of the situation to help us reach our potential?

Allowing the past to cloud our critical faculties undermines Israeli democracy, and will have further dangerous consequences in the future.

Poverty, hunger and diseases still decimate countless communities, while our capacity to respond to humanitarian crises needs to be reassessed and revitalized.

That might be the only way that we will really be able to achieve our own human potential and really be the noble species we hope to all be.

But a key factor is that, until recently, China s leaders have abided by the wise counsel of Deng Xiaoping taoguang yanghui (conceal our capabilities and avoid the limelight), and shanyu shouzhuo (be good at keeping a low profile).

In consequence of this, social and economic development is increasingly challenging for a developing nation shouldering a debt burden out of all proportion to our economic capacities.

I wish to voice my strong concern about the loss of trade preferences for some of our countries, as well as the adverse impact that will have on our export capabilities.

At the same time, we look forward to international support in those areas, such as search and rescue, where our capabilities remain inadequate.

We look forward to any additional resources that can strengthen our hand in carrying out our efforts to combat the onslaught of desertification and land erosion.
