15.11 In line with the Cartagena Commitment, work in the fields of shipping, ports, multimodal transport and maritime legislation falling under the maritime and multimodal transport subprogramme was reoriented during 1992 1993.

The secretariat continued to monitor and analyse developments relating to efficient transport and trade facilitation, including multimodal transport and logistics services.

It has also undertaken gender mainstreaming activities within its capacity building programme on multimodal transport.

As an important element of transit transport regimes, attention would be paid to ensuring an enabling environment for multimodal transport and logistics services.

The development of multimodal transport and accelerated delivery services would also represent an important contribution for LDCs.

Trade and transport facilitation may be incorporated into regional integration processes such as the adoption of ICT, multimodal transport, financial instruments and regional energy markets.

The least developed countries faced a worrying situation with regard to the development of multimodal transport, and challenges included the limited availability of transport equipment, precarious infrastructure, and complex and onerous administrative procedures.

Activities related to maritime transport included the development of shipping services in several countries, human resource development under the TRIAINMAR programme and assistance in improving port management, and utilizing modern technologies for multimodal transport.

Coordination with ESCAP on joint studies and projects within the framework of the Transport and Communications Decade for Asia and the Pacific, as well as coordination of activities on the development of multimodal transport.

There is however still a need for reconciling these and other ideas into a comprehensive framework which takes account of all the available options and means of transport, including internal waterways and multimodal transport.

UNCTAD has also provided support for bringing the transition economies into its Automated System for Customs Data and its Debt Management and Financial Analysis Programme, as well as its multimodal transport and maritime transport activities.

The note by the secretariat (TD B COM.3 EM.22 2) discusses the design and implementation of transit arrangements in the light of new developments in the field of technology, trade facilitation, multimodal transport and transport security.

In addition, a multimodal system is being introduced.

During the biennium, the activities will focus on the assessment of the needs for rehabilitation of the transport system in the region, on multimodal transport and on port pricing issues, as well as on transport related pollution, with a view to arriving at concrete solutions to those problems.

Landlocked, transit and archipelagic countries in the Asian region faced multiple transport challenges, and the implementation of the Almaty Plan of Action and the São Paulo Consensus and the preparation of a legal framework on multimodal transport were important to them.

Cooperate with other intergovernmental and non governmental organizations in their work relating to the development of international legal instruments affecting international transport and trade facilitation, including multimodal transport, as provided for in paragraphs 59 and 60 of the São Paulo Consensus.

A question was raised as to whether draft article 89(a) would introduce exemption of liability in the non maritime legs of the carriage in case of multimodal transport.

Two ad hoc expert groups on development of the multimodal transport chain in Western Asia (second quarter, 1995) and a maritime hydrographic survey and nautical charting (second quarter, 1994).

For the time being, however, they have access to the port only by using the roads, though the possibility of multimodal rail road ship transport arrangements should undoubtedly be considered.

(e) Cooperate with other intergovernmental and non governmental organizations in their work relating to the development of international legal instruments affecting international transport and trade facilitation, including multimodal transport, as provided for in paragraphs 59 and 60 of the São Paulo Consensus.

The estimated requirements for one expert group on a maritime hydrographic survey and natural charting for the ESCWA region and one on the development of the multimodal transport chain in Western Asia would amount to 32,900.

Increased attention should, therefore, be given to multimodal, maritime transport and to ports, shipping services and the development of national merchant fleets to increase the share of national carriers in external trade, particularly in solid and liquid bulk commodities.

17. The trend towards increased containerization offers the opportunity to increase the security of transit cargo, reduce the risks of customs frauds, and undertake the door to door movement of goods performed under the responsibility of a single multimodal transport operator.

Although transportation practices and patterns have changed accordingly, the international legal framework governing multimodal transportation is lagging behind.
