When discussing the need for international protection of minority rights, it is the Federal Republic of Yugoslavia that should seek adequate international protection of the Serbian minority living in Hungary.

However, it is universally recognized that quot indigenous people quot and quot national minority quot are completely different concepts and that the protection of the rights of minority nationalities and the restoration of the rights of indigenous people are completely different obligations.

The Government should also be encouraged and assisted to put in place measures to ensure the protection of civilians, especially displaced persons and minority groups, who do not enjoy clan protection and other forms of social support.
