Over the last few years, most of the universities and several other higher education institutes opened women and gender studies departments, aimed at exploring a range of topics regarding women and femininity.

Another reason for the delays may be the difficulty in following up on Phase I (train the trainers) with Phase II (train customs officers), in particular if Phase II has not started soon enough after Phase I was completed.

The five day approach combining Phase I and II in one seminar developed and followed by UNEP in Samoa and recently used in the Caribbean seems worthwhile to pursue, in particular for LVC countries.
