Of the 14 recommendations made by the Board of Auditors with respect to the accounts of the United Nations Human Settlements Programme (UN Habitat) for the biennium 2002 2003, UN Habitat has implemented 6 (43 per cent), while 8 (57 per cent) are under implementation.

Although some of the Board's recommendations might require a longer implementation period, primary managerial responsibility and accountability for implementation lay with department heads and programme managers.

The steps necessary for the commencement of the Authority a free standing and independent international organization are addressed in the implementation Agreement itself and in the recommendations of the Preparatory Commission, endorsed by the General Assembly in July.
