Mr. da Silva Angelo will also continue to serve as the Resident Representative of the United Nations Development Programme and United Nations Resident Coordinator in Sierra Leone.

While it was stated in paragraph 19 that the Resident Representative had financial approval authority up to 1 million, it was stated in paragraph 20 (a) that delegation to the Resident Representative is at the discretion of the Director of the Regional Bureau.

As to the post of Deputy Resident Representative, he said he would pursue the matter with the departments concerned.

The appointment of the UNDP resident representative remains the responsibility of the Administrator of UNDP.

It is noted that there already exists an agreement in CEB that the functions of the resident coordinator be de linked from those of the UNDP resident representative.

According to this agreement, the UNDP resident representative is simultaneously the UNIDO representative and the UNIDO country director functions as the deputy to the resident representative.

At the same time, he had proceeded from the assumption that the same person would normally serve as both United Nations Representative and Resident Coordinator and would also be the Resident Representative of UNDP.

Field level committees, often chaired by the UNDP Resident Representative, in the capacity of Resident Coordinator, have been especially effective in this connection.

The resident auditor will work closely with the Special Representative and keep him informed as required.

General Assembly resolution 47 199 put forward criteria guaranteeing an appropriate selection, with particular attention given to the quality of the candidates and in most cases the same person, normally the UNDP resident representative, would perform the functions of resident representative and resident coordinator.

Regional Project Managers Coordinators do not report through Resident Representatives in the countries that host their programmes.

57. The United Nations Development Programme (UNDP) Resident Representative for the Eastern Caribbean Countries continues to serve as United Nations Resident Coordinator of the operational activities of the United Nations system for the Territory.

In countries with large programmes or complex post conflict situations, there should be a division of labour between the resident coordinator and the UNDP country director, which would give the resident coordinator the latitude and time more effectively to coordinate the United Nations country team and enable him to focus on effective management of joint programmes.

For countries with per capita gross national product (GNP) of 2,000 or more in 1989, it includes the cost of international staff except for the cost of the Resident Representative and Deputy Resident Representative (see Governing Council decision 85 16).

At the country level, the head of each UNDP office is the Resident Representative, who is usually designated as the resident coordinator of the United Nations system apos s operational activities for development, and is also the local representative of several other United Nations organizations and programmes.

The Deputy Special Representative for development and humanitarian affairs is also responsible for the functions of the Resident Humanitarian Coordinator.

The Resident Representative made a verbal presentation of preliminary findings at the second regular session of the Executive Board in September 2005.

Relief efforts in the Sudan. The Resident Representative continues to serve as Special Representative of the Secretary General for relief operations in Sudan.

OPS presently delegates implementation functions in the areas of purchasing, personnel and contracting to the Resident Coordinator.

130. Delegations thanked the Resident Representative for his presentation and indicated their strong overall support for the programme as presented.

173. In responding to questions raised, the Resident Representative confirmed the full involvement and support of the Albanian Government for the activities foreseen under the extension.

They commended the frequent donor consultations conducted by the Resident Representative and suggested that the coordination role of UNDP be strengthened.
