A communication under article 21 of the Convention may be referred to the Committee by either State party concerned by notice given in accordance with paragraph 1 (b) of that article.

3 States Parties to the Covenant shall observe the following

For this reason, the Committee would also ensure that States parties' reports, the lists of issues and States parties' responses to the lists of issues were publicly available.

Each State Party shall submit to the Committee, through the Secretary General of the United Nations, a comprehensive report on measures taken to give effect to its obligations under the present Convention and on the progress made in that regard, within two years after the entry into force of the present Convention for the State Party concerned.
