In 2003 the Department of Women's Affairs proposed development of new legislation to include policies for equal employment opportunity and sexual harassment.

There is a need, however, to introduce appropriate legislation to harmonize these relations and clarify respective responsibilities, including the control and apportionment of financial resources.
