29. One of the main instruments of the national reconstruction effort is the National Reconstruction Plan.

A master plan for reconstruction and rehabilitation was then devised.

The 10 year national reconstruction plan is costed at US 10 billion.

Funds have been earmarked for this purpose in the National Reconstruction Plan.

4. Major infrastructure 33. Under the National Reconstruction Plan the repair and reconstruction of basic infrastructure is a long term undertaking.

48. The National Reconstruction Plan has targeted some 220 primary health units for rehabilitation or reconstruction in 1994, a target which it appears will be reached.

A plan was urgently needed to mobilize financial, technical and material assistance for rehabilitation and reconstruction.

442. The United Nations is undertaking parallel efforts to put together a three year, medium term reconstruction and development plan for Somalia.

64. The Commission has been officially contacted by Angola for assistance in the elaboration of a plan for the rehabilitation and reconstruction of Angola.

The Reconstruction Plan also provides for the taking of measures to facilitate the reintegration into civilian life of FMLN ex combatants and war disabled.

The ADB UNDP project is also to organize a round table conference at which the Government will present its reconstruction plan and reform package.

23. The Secretariat of National Reconstruction set up by the Government to coordinate the implementation of the National Reconstruction Plan focused in 1992 on the contingency phase of the Plan and in 1993 embarked on the medium term phase involving the incorporation of projects having a greater impact on levels of economic and social development.

B. National reconstruction

67. UNESCO had participated in the multi agency mission to El Salvador organized by UNDP to plan and implement a coordinated United Nations system wide response to the technical needs of El Salvador apos s National Reconstruction Plan.

These provincial humanitarian assistance committees plan the delivery of food, non food relief and seeds and tools, as well as promote reconstruction and rehabilitation of basic services.

The final draft of Horizon 2000, a 10 year national plan, was presented to the Government by the Council for Development and Reconstruction (CDR) early in 1994.

71. The Peace Agreement established that the main objective of the National Reconstruction Plan would be the development of the former zones of conflict, satisfaction of the most immediate needs of the population hardest hit by the conflict, and the reconstruction of damaged infrastructure.

The initial period of reconstruction was marked by the presence of considerable reconstruction funds.
