Today, there is broad agreement that the drug problem is not one just of supply, in the same way as it is not one just of demand.

National drug control strategies are essential to ensuring the planning and coordination of drug control policies and activities, including interaction among law enforcement, health, education, economic development and other sectors, as well as to promoting a balanced approach between demand and supply reduction.
