And the United Nations International Drug Control Programme ably serves as the focal point for drug control efforts at the multilateral level.

At the national level, we have promulgated recently Law No. 2, 1993, on drug abuse.

The Programme has also proved instrumental in fostering drug control efforts at the regional level.

Mr. PERERA (Sri Lanka) The delegation of Sri Lanka welcomes the convening of these high level plenary meetings on international drug control to examine the status of international cooperation against drug abuse and drug trafficking.

At the country level, the Programme helped several Governments to complete national drug control master plans, which are national agendas that give due priority to drug control.

Trinidad and Tobago intends to follow closely the high level plenary discussions to be held on international cooperation in the fight against drug abuse and illicit drug trafficking.

We intend to participate fully when the Council examines the coordination aspects of drug abuse control, as well as in its high level review of the drug problem.

71. In general, UNDP support at the national level in drug abuse control falls into three categories

At the national level, the Government has adopted comprehensive plans for the effective implementation of drug suppression measures.

At the domestic level, Ecuador reported that confiscation was only available with regard to proceeds derived from drug trafficking.

A well coordinated programme of cooperation at the regional level would undoubtedly supplement and strengthen measures of international drug control.

The SAARC Convention reaffirms and supplements at the regional level the principal international legal instruments in the field of drug control.

At the international level, Syria participates in all international drug combating meetings and conferences, the latest of which was the meeting of the Heads of National Drug Law Enforcement Agencies held in Vienna in 1992.

IX. CAMPAIGN AGAINST DRUG ABUSE AND ILLICIT DRUG

Get rid of drug use. Exterminate drug plantations.

On an experimental basis the above mentioned organizations will jointly programme, at the country level, resources related to drug abuse control objectives.

We have a responsibility to sustain the high level international commitment and resources for drug control on both national and international levels.

It has maintained an active level of cooperation with the Governments and agencies concerned with drug matters among the ASEAN dialogue partners.

The Programme worked with Governments, including those of the Baltic States, to establish rapid assessment mechanisms of country level drug abuse problems.

Finally, at the international level, one of the solutions developed by UNODC is the electronic Global Youth Network against Drug Abuse (www.unodc.org youthnet ), enabling sharing good practices among non governmental organizations involved in drug abuse prevention.

The new law focuses on the ill effects of drug abuse, drug addiction or drug dependency.

We have also succeeded in dismantling more than a dozen top level criminal organizations linked to drug trafficking and arresting 16 of their ringleaders this has had an impact at the continental level.

The initiatives taken at Community level indicate the seriousness with which the Community views the drug problem and the growing recognition within the Community of the need to take action at that level.

IX. CAMPAIGN AGAINST DRUG ABUSE AND ILLICIT DRUG TRAFFICKING

At the national level, its activities are coordinated with the National Police, the Special Drug Trafficking Unit, and the Ministry of the Interior.

According to official statistics, the total level of illegal drug consumption in the country increased on average by 13.7 between 1997 through 2003.

In collaboration with other United Nations entities, UNODC promoted cooperation between HIV and drug dependence treatments and outreach services at the community level.

At the regional level, the Programme is uniquely placed to facilitate intercountry cooperation to develop regional as well as subregional drug control strategies.

(xiv) International efforts against drug abuse and illicit drug trafficking

According to a report by the United Nations Office Against Drug and Crime, Colombia s cocaine output has now reached its lowest level since 2000.

This high level session must be a catalyst for dynamic and effective cooperation in international drug control, grounded in the progress we have made.

At the national level, the National Dangerous Drugs Control Board is the principal agency in Sri Lanka dealing with the question of drug control.

The national police have established a crime and drug prevention network on national and county levels, and the public health service has national, county and city level medical officers who deal with the various aspects of the drug problem.

In the view of the United Nations International Drug Control Programme (UNDCP), it is at the grass roots level that one must approach the drug issue, that is, above all through NGOs, which represent the most vital articulation of civil society.

The fight against drug trafficking and drug abuse also requires constant imaginative ideas to match the sophistication of drug traffickers.

Representatives reported that a wide range of drug control activities were being implemented in their countries, in particular, demand reduction activities at the community level.

Action should also be supported by data collection systems working regularly at the national level and providing up to date information on drug abuse trends.

The responses to this section also provide an indication of the level of decentralization of drug demand reduction efforts and the local ownership of programmes.

At the regional level, we are active partners with other members of the South Asian Association for Regional Cooperation (SAARC) in pursuing drug control activities.
