Increasing the level of the Working Capital Fund and Peace keeping Reserve Fund is one of them.

Banks will have to recognize the losses and, if necessary, find the additional capital to meet reserve requirements.

It undertook reserve accumulation in the late 1990 s as a form of self insurance against capital flight.

Alternatively the creation of regional reserve funds provides a possible complement to multinational and national mechanisms and reduce the need for extra reserve balances to insure against capital account crises.

It is anticipated that at the end of 2005 the required working capital reserve will be approximately US 868,000.

33. Since the beginning of 1993, the Working Capital Fund has been supplemented by the Peace keeping Reserve Fund.

However, the somewhat more abundant capital inflows maintained oil exporting countries apos capacity to import and permitted reserve accumulation.

Over the last two years, the Agency has built up a working capital reserve equal to one month's operational requirements.

The Working Capital Fund and the Peace keeping Reserve Fund would be replenished and could therefore serve the purposes originally envisaged.

22. Approves the establishment of a working capital reserve of 45 million dollars under the capital master plan account, to be operated under the terms of financial regulations 3.5, 4.2 and 4.3

Combined with efforts to maintain a competitive exchange rate, this has led to considerable reserve accumulation, but also a concomitant capital outflow.

Increasing the authorized levels of the Working Capital Fund or the peace keeping reserve fund would not in itself solve the problem.

They have considerable flexibility, owing to a range of policy tools, including variable capital and reserve requirements and direct controls on mortgage lending terms.

The purpose of the working capital reserve shall be to ensure the continuity of operations in the event of a temporary shortfall of cash.

31. While the Working Capital Fund is the primary source of reserve capital in respect of the regular budget, its level ( 100 million, less amounts required to meet unforeseen expenditures) has not been changed since 1982.

Programme support costs (overhead charge) and working capital reserve In accordance with the financial procedures (decision 15 CP.1), the Convention budget is required to provide for 13 per cent of the programme expenditures as overhead charge, and to maintain a working capital reserve of 8.3 per cent of the Convention budget (one month of operating requirements).

This obvious externality required policy responses in the emerging countries limits on capital inflows, reserve accumulation, and measures to restrict credit and restrain asset price inflation.

Thus, the IMF s recommendation to use capital controls only after exhausting interest rate adjustment, reserve accumulation, and prudential regulation is out of step with the profession.

16. The Working Capital of UNRWA is not a statutory operating reserve but the balance remaining in the General Fund after liabilities are deducted from assets.
