For planning, UNHCR implements its annual programme budget, based on country operations plans and headquarters plans.

The Committee understands that an attempt was made to reflect in the budget fascicle for the Office of Programme Planning, Budget and Accounts, the meetings of the Advisory Committee, the Committee for Programme and Coordination and the Fifth Committee that may require attendance by the staff of the Office of Programme Planning, Budget and Accounts.

23. The efforts currently under way to streamline the budget process entail a fundamental shift in budget planning and preparation methods.

In responding to general issues raised concerning the budget for 2006, the Deputy High Commissioner confirmed that Comprehensive Needs Assessment criteria would be included in the planning instructions for the 2007 budget preparations.

The US Defense Department regularly includes such data in its budget and planning documents.

The representative of the Office of Programme Planning, Budget and Finance made a statement.

Of the five regional commissions, only ESCAP submits draft resolutions with possible programme budget implications to Office of Programme Planning, Budget and Finance for the preparation of the relevant statements.

The United Nations budget process is on its way to assuming a more logical structure, with significant benefits for strategic planning.

1.50 As was the case for the previous two biennia, the budget preparation has been guided by planning and budgeting assumptions.

It was attended by the Under Secretary General for Administration and Management and serviced by the Programme Planning and Budget Division.

The entire subprogramme was formerly implemented by the Office of Programme Planning, Budget and Finance, which is still responsible for evaluation.
