Iraq provided comments on all of these claims and the Panel has taken these comments into account in its review of the claims.

In the second phase, amounts up to 100,000 were made available to approved claims in all categories.

In response to increasing demands, 17 United Nations peace keeping operations are active in different parts of the world.

66. The Personnel Section is streamlining the procedures for checking the validity of receipts and is thoroughly checking claims prior to payment.

However, in some other cases the information provided was not sufficient to provide the necessary support for the related substantive claims.

Each submitting entity will be provided with a confidential list containing the individual recommendations made in respect of its claimants.

Of these claims, the Panel recommends awards of compensation for two claims, while no awards are recommended for the remaining 16 claims.

The Panel did not encounter any new factual or legal issues in its review of the 139 category A claims.

The Committee shares this view and notes with concern the high level of claims received from the contractor, as compared to the progress of work.

Legal issues In reviewing the claims in the fifth F4 instalment, the Panel considered a number of legal issues relating to the claims.

This is the reason why existing mines in the country are not subject to claims of ownership of mineral rights from communities resident in the areas of exploration and mining development.

Provision is made for potential claims for death, injuries and disability based on two claims at an estimated cost of 50,000 per claim.

The Panel notes that the claim for cancelled Kuwaiti dinars is significantly larger than similar claims the regular category D claims programme.

Table I.4 indicates the latest claim period for which payments for troops and contingent owned equipment had been made as at 30 June 2005.

The ICRC list forms the basis of Kuwait's filing of the original 605 deceased detainee claims.

Most of the unforeseen requirements for claims relate to an unsettled claim in the amount of 2 million for damages to the premises of the Pancevo logistic base.

There is thus no basis for unilateral claims relating to the establishment of zones of this type in the Caspian or for the introduction of elements of their regimes.

The Conference, in which more than 700 delegates representing some 350 communities participated, rejected 1913 as a cut off date for claims and set it at 1652.

Changes shown in the fund balances of those accounts are due solely to the revaluation at current rates of exchange of the outstanding claims that are denominated in currencies other than the United States dollar.

Under UNCC decision 18, other paying agents have deducted such amounts from the final payments to the beneficiaries to cover their own claims processing costs, at an average rate of 1.5 per cent.

Circumstances such as those described above raised concerns for the Panel about the evidentiary value of the audited financial statements provided in support of the claims in this instalment.
