103. The Human Rights Newsletter began in 1988 and appeared quarterly in English and French until July 1992.

As at 30 June 2005, the special hardship programme was providing quarterly food or cash subsidy support to 62,503 families, affecting 249,810 persons (see annex I, table 8).
