UNOMIL and ECOMOG would collaborate closely in their operations.

IV. COORDINATION BETWEEN UNMIH AND MICIVIH

UNMIH would coordinate its activities closely with MICIVIH.

The strength of UNOMSA was increased to 100 in early 1994.

As at 22 December 1993, UNOMUR was integrated administratively within UNAMIR and costs related to the operation of UNOMUR have been reflected in the Secretary General apos s cost estimates for UNAMIR since that date.

Noting with appreciation that voluntary contributions have been made to the Observer Mission by a Government,

UNOMIL would have mobile investigation teams to accompany ECOMOG patrols.

In that resolution, the Council also approved the proposal of the Secretary General that UNOMUR should be integrated administratively within UNAMIR.

This also means fielding a force of polling station monitors sufficient to respond to any problems that may arise during the voting process and coordinating other international observers.

According to the UNAMIR operational plan, the proposed integration of UNOMUR into UNAMIR will take place during the second phase of UNAMIR apos s deployment.

2. In accordance with the Council apos s request, I dispatched a planning team to prepare for the eventual deployment of the military observer mission.

In that regard, great efforts were invested by the European Community Observer Mission so that the links be re established.

The present addendum contains cost estimates for ONUSAL for the period from 1 June to 30 November 1994 and the requirements for the liquidation of the Observer Mission in the period from 1 December 1994 to 28 February 1995.

The diversity and complexity of the tasks of the military observer depend on the mandate of the particular mission and the prevailing political and military situation.

The resolution also specified that these observers should be incorporated into UNOMIG when it was established.

Needless to say, CSCE readiness to send an observer mission is being maintained.

Recalling its decision 48 476 of 23 December 1993 on the financing of the Observer Mission,

The mission would be under the command of the United Nations, vested in the Secretary General under the authority of the Security Council.

The total commitments provided thus far for the maintenance and enlargement of UNOMIG, with the concurrence of the Advisory Committee, consist of

No additional voluntary contributions have been received since the last report of the Secretary General on the financing of UNOMIG (A 48 699 Add.1).

The United Nations administrative component of MICIVIH will continue to provide full support to MICIVIH, but will be augmented so as to give it the capacity to support UNMIH as well.

In this regard, the report of the Secretary General on the financing of UNAMIR (A 48 837) also contains the cost estimate for UNOMUR for the period beyond 21 December 1993.

1. The Advisory Committee on Administrative and Budgetary Questions has considered the report of the Secretary General (A 49 571 and Add.1) on the financing of the United Nations Observer Mission in Liberia (UNOMIL).

18. My Special Representative (see para. 20 below) will be responsible for coordinating the work of UNMIH and of MICIVIH, both of which will function under his overall authority.

Mindful of the fact that it is essential to provide the Observer Mission with the necessary financial resources to enable it to fulfil its responsibilities under the relevant resolutions of the Security Council,

We have supported the efforts made by the Organization of African Unity, which, among other things, has dispatched a mission of military observers to Burundi.

20. The planning mission assessed the infrastructure of the country and drew up two options under which the infrastructure required to support the deployment of observers could be provided.

This commitment authority was needed to provide the Observer Mission with resources to fulfil its mandate, in accordance with Security Council resolution 920 (1994).

. The work of the observers from other international organizations such as the European Union, the Commonwealth and OAU, is coordinated by UNOMSA.

13. A significant number of complaints received by ONUSAL contain evidence or information which clearly suggests political motives.

Negotiations are also currently under way for new premises at Tshkaltubo to relocate part of UNOMIG headquarters.

The expanded NMOG II would have been integrated into UNAMIR while UNOMUR will continue to discharge its mandate under the command and control of UNAMIR.

For UNOMIL apos s purposes, ECOMOG apos s four sectors would be referred to as quot regions quot .

UNPROFOR maintains close cooperation in the former Yugoslav Republic of Macedonia with the Conference on Security and Cooperation in Europe (CSCE) monitor mission there.

The proposed staffing was based on the assumption that the liquidation of the Observer Mission would take place during the period from 1 June to 15 September 1994.

Noting that the integration of the United Nations Observer Mission Uganda Rwanda within the United Nations Assistance Mission for Rwanda is purely administrative in nature and that it will in no way affect the mandate of the Observer Mission as set out in Security Council resolution 846 (1993),
