The Plan was elaborated by a working group that involved seven ministries and significant efforts to weave together an agreement between the Special Secretariat on Policies for Women and the other ministries from the 17 areas directly involved in the actions proposed under the Plan.

The activities proposed for 2006 2007 in the present paper under chapter IV are intended gradually and systematically to build up the capacity of UNEP to implement the Plan, within the constraints of the available resources.

The proposed agenda for development would no doubt have to take into account all activities and initiatives, including Agenda 21, so as to ensure that there is no duplication.
