The Administrator remains firmly convinced that the programme benefits from the presence in UNDP of Directors of Regional Bureaux at the Assistant Secretary General level.

Overall coordination of programme activities has the advantage of avoiding duplication of effort and disparity of approach both within the programme and within the United Nations system.

The programme experienced a critical shortage of supplementary funds during its first year of implementation.

The programme manager is the Special Representative of the Secretary General in Liberia, acting through the Under Secretary General for Political Affairs.

The program began in September 1994 after the suicide of 17 year old Mike Emme.

In 2003 2004, an estimated 66,901 children were enrolled in the program.

The Office also assists the Under Secretary General in his or her capacity as the programme manager of the Development Account.

The Secretary General proposes eight additional posts under subprogramme 2, as follows

Public sector management and the reform of public administration is also an important area of UNDP work.

The Commission on Sustainable Development provides overall direction to the work under this programme.

The Participatory Disaster Management Programme has helped to create public awareness and strengthen national disaster management capacities.

The Secretary General proposes 20 additional posts under subprogramme 1, as follows

We have also studied the report of the Secretary General on the Global Agenda for Dialogue among Civilizations (A 60 259).

This means that there were 248,200 more persons benefiting than at the same time in the previous year.

During the last year, UNDP has provided support to a series of country level programming initiatives.

This year marks the end of the programme, and I am happy to report that some success has been achieved.

We await with interest the updated programme mentioned in the Secretary General apos s report, to be prepared in compliance with resolution 48 161.

Recommendations of the Office of the Inspector General must be accepted by the programme manager, accomplished by the programme manager and closed out to the satisfaction of the Office of the Inspector General.

It furthermore requested the Secretary General to implement the 2010 World Population and Housing Census Programme.

Those remaining are concerned with trade, tourism, and private sector promotion, which has contributed to the development of overall focus within the programme.
