Humanitarian assistance must be provided on the basis of existing needs.

The humanitarian crises in Africa are of serious concern to my delegation, as are the obstacles that arise in meeting humanitarian needs.

Consequently, the humanitarian needs are expected to remain at least at current levels.

Humanitarian response does not always meet the basic needs of affected populations in a timely way.

Effective coordination of humanitarian assistance at all levels, based on actual needs, is imperative.

The Security Council expresses also its deep concern at the continued deterioration of the humanitarian situation in the Central African Republic, in particular in the north of the country.

I reiterate my appeal to the donor community to continue to make available the necessary resources to address humanitarian needs of the affected populations.

These developments should not hide the fact that humanitarian, economic and social needs are enormous in Burundi.

Japan believes that reform is also necessary in the areas of needs assessment and common strategy for humanitarian assistance.

If we design our cities to meet human needs you don't have most of the problems that are prevalent today.

We welcome intensified dialogue between humanitarian and development actors on ensuring timely needs assessment and achieving a common strategy for humanitarian assistance.

15. Calls upon relevant United Nations organizations to improve and increase consistency in the way in which humanitarian needs are assessed

The Government of the Sudan had spared no efforts to meet the immediate humanitarian needs in the Darfur states.

As is the case today, the majority of humanitarian needs will be funded through the consolidated and flash appeal process.

The contribution of his Government to meeting most of the humanitarian needs of the victims of the earthquake should therefore be given greater attention.

The prioritization of eligible countries selected for funding will be based on the level of resources available to meet critical humanitarian needs and common criteria.

Severe economic dislocation and extended political crises also have implications for meeting basic human needs.

They focus on comprehensive needs and include the entire United Nations system rather than a limited group of humanitarian organizations.

We would also support operationalizing the Fund as soon as possible, reminding ourselves that humanitarian response is indeed supposed to be immediate in order to address the most basic humanitarian needs of affected communities.

Or reporting about aid programs may be skewed to keep donor funds flowing. The greatest danger is that humanitarian relief will be tailored to meet donors demands, rather than actual needs.

Humanitarian access to affected populations is vital in situations where a State or party to a conflict that bears responsibility is unable or unwilling to provide for the basic needs of civilians on their territory.

In 2005 a new needs assessment framework and matrix, piloted in Burundi and the Democratic Republic of the Congo in 2004, provided a common platform for humanitarian coordinators and agencies to analyse assessment data and set priorities.

Response The response phase of an emergency may commence with Search and Rescue but in all cases the focus will quickly turn to fulfilling the basic humanitarian needs of the affected population.
